The final decision of the Planning Commission or Heritage Preservation Commission (Design review) is appeal-able to the City Council. Any applicant or other interested party who considers an action taken by the decision authority to be in error or in bad judgement may appeal the decision to the City Council. This does not include Commission recommendations to City Council as City Council is the final decision authority.

Appeals of the Planning Commission or Heritage Preservation Commission final action should be made to:

All appeals must be in writing, and must include all of the following:

  • Fee payment pre current Fee Schedule (Check payable to City of Stillwater)
  • The Case Number in which you are appealing
  • Type of application you are appealing
  • Reason(s) behind the appeal


The appeal must be received by the City Clerk and Planning Department within ten (10) calendar days of the final action of the Planning Commission or Heritage preservation Commission. The written appeal suspends plan permit approval(s) until the decision of the Planning Commission or Heritage preservation Commissions considered by the City Council.

The Applicant and affected property owners will be notified when the City Council appeal hearing is scheduled, as well as receive the staff report electronically the week prior to the meeting.

Any decision of the City Council shall be final.
