Planning Division

The division Staff serve the Planning Commission, Heritage Preservation Commission, and Downtown Parking Commission. Staff of the Planning Division also share support responsibilities for the City Council.

Application Review Process

Pre-Application Meeting

Those interested in submitting a land use or design review application are encouraged to meet with City staff to gain a better understanding of the application process, the information required, and the timeline for consideration. A pre-application meeting is an opportunity to informally discuss a concept and potentially avoid delays that might otherwise arise. Participation in an initial meeting does not guarantee approval of the proposal.

Staff have regular office hours to meet with applicants; please refer to the timeline application process linked below. To make an appointment or to request an alternative time, please contact the Planning Division at (651) 430-8820.

Planning Commission Application Submittal & Review Schedule

A complete timeline of the application process can be found here. All completed applications and accompanying materials are due one month prior to the targeted Planning Commission meeting.

This timeline allows for:

  • Pre-application meeting between City staff and the applicant
  • Application submittal and payment
  • Plan distribution to City staff and any applicable government entities
  • Project review time and generation of staff reports
  • Meeting material preparation and distribution
  • Public notice
  • Planning Commission review
  • City Council action
  • Recording with the County

Applications can be submitted in person, via mail, or emailed to Planning staff.  To pay the application fee, you may submit a check payable to the City of Stillwater or pay via credit/debit card over the phone, (651) 430-8820.
