The City is committed to transparency about how Stillwater’s ALPR system is used.  Effective September of 2026: Stillwater ALPR data is currently shared only with the 68 Minnesota law enforcement agencies that use the system. The reports below provide information about searches of Stillwater's ALPR data by other agencies, internal searches by Stillwater officers and the City's required audits.

Automatic license plate readers capture images of vehicles and license plates on public roads. Police may use that information to help investigate crimes, locate stolen vehicles, identify suspect vehicles, or assist in locating missing or endangered people.

Stillwater uses ALPRs as a public safety and investigative tool. It helps police identify vehicles connected to crimes, locate stolen vehicles, assist in finding missing or endangered people, and provide information that can help with investigations.

No. Stillwater’s system does not use facial recognition.

No. The system does not issue speeding or parking tickets.

No. The system captures vehicle and license plate information at camera locations; it does not continuously track a person. Minnesota law also places strict limits on monitoring or tracking individuals. Tracking someone as part of an active criminal investigation requires a warrant based on probable cause.

Data is retained for 30 days and then automatically deleted.

The City owns the data collected through its system.

Yes. Every search requires a documented law-enforcement purpose and is logged, including who searched, when and why. Misuse is prohibited and can result in disciplinary action and legal consequences.

Yes. Stillwater Police have used camera and license plate information in local cases involving fraud, catalytic converter thefts, assaults and other investigations.
